Tonight's job when a pipe lets go

A burst supply pipe never runs dry on its own. It is fed under pressure from the street, so the water keeps coming until a valve is closed, and every minute it runs adds to the damage. What you need tonight is short: the water stopped, the house made safe, a temporary repair so the rest of the house has water again, and a record of what happened. What you do not need tonight is the whole repair, and paying for it now can work against you. New York's insurance regulator tells homeowners to protect the property and keep the receipts, but to make no permanent repair until the insurer has had the chance to inspect. So the permanent fix is quoted in daylight, after the adjuster and, where a permit applies, the county have seen it. What decides how big a burst pipe night is

Two burst pipes on the same street can be very different nights. What decides it is whether the water can be stopped inside the house, where the pipe sits, and what the house was like when it let go.

Whether the main shutoff inside actually closes

If it closes, tonight is a temporary repair on one pipe. If it is seized, missing or leaking, the valve becomes part of the job. In OCWA towns the fallback is never the curb stop by the road, which OCWA's customer rules reserve to its own staff; it is a call to OCWA, which can shut the water off at the road while the repair is made.

Whether the break is yours or the street's

Water running in the road, or the neighbors losing pressure too, points to the public main. It is a real winter pattern here: the City of Syracuse's own records put about 47 percent of its water main breaks in December through March. One call to the water utility settles it before anyone is booked.

Where the pipe is

An exposed pipe in an unfinished basement is a short repair. A pipe that split inside a finished wall or ceiling has to be opened up to reach, and the opening stays open: Onondaga County does not allow emergency plumbing to be covered or concealed before Plumbing Control has inspected it.

Whether it froze, and whether the heat was on

The standard ISO HO-3 homeowners form excludes freezing damage unless the owner took reasonable care to keep the building heated or to shut the water off and drain it. So the thermostat setting and the state of the heat on the night matter, and are worth photographing before anything changes.

Whether a second pipe is frozen

If one pipe has frozen, others on the same cold wall often have too, and the Red Cross advises checking every other faucet. A second frozen run found tonight is a thaw. Found next week, it is another burst.

How long it had been leaking

A sudden split and a drip that ran for weeks can be read very differently. Some homeowners policies exclude continuous or repeated leakage over weeks or longer, so write down tonight when the water was first noticed, while you still remember it.

Whether water has reached anything electrical

Water near outlets, the panel or anything plugged in changes the order of work. The CDC advises turning the power off at the main breaker when circuits or equipment are wet or near water, and only if you can reach it without standing in water.

The burst pipe sequence, in the order that protects you

Make the house safe
Water near outlets, the panel or anything plugged in: do not touch it, and turn the power off at the main breaker only if you can reach it standing somewhere dry. If you smell gas, go outside, then phone National Grid on 1-800-892-2345 or 911 from there.
Close the main shutoff inside the house
It is on the water pipe where it comes through the foundation, usually in the basement beside the meter. OCWA's rules put one within 12 inches of the inside of the wall. Turn it clockwise until it stops, then open a faucet on the lowest floor to let the pipes drain. Leave the curb stop by the road alone: in OCWA towns only Authority staff may operate it.
Rule out the street
Water in the road, or no pressure next door either, may mean the public main. In the City of Syracuse the Water Department's emergency line, 315-448-8360, is answered at any hour. In OCWA towns, use the after hours emergency line published on ocwa.org.
Photograph everything before you move it
The pipe, the water, the ceiling or wall, the thermostat and its setting. Keep the failed fitting or section of pipe once it is cut out. New York's regulator says the insurer has the right to inspect the property in its damaged condition.
A temporary repair, and keep every receipt
Tonight's work is stopping the leak and getting water back to the rest of the house, not rebuilding the wall. The NY Department of Financial Services says the cost of protecting property from further damage is generally covered and reimbursed, and to save all receipts for temporary fixes. Ask the plumber what tonight's visit includes before work starts.
Tell your insurer, and ask before any permanent repair
Notify by phone, follow up in writing and keep copies: DFS warns that failing to notify promptly might result in a denial. Ask whether they want to inspect before anything permanent is done.
The permanent repair, quoted in daylight
Onondaga County lets emergency plumbing start without a permit, with the permit due the first business day after and no concealing before inspection. Once the adjuster and the county have seen it, the permanent repair is ordinary work that can be quoted, compared and booked.

When you may not need this at all

If the water is off at the main and nothing else is leaking, you may not need anyone tonight. A split pipe with the water shut off is not getting worse, and it can be booked as ordinary daytime work.
If the water is in the street, or the whole block has lost pressure, it is most likely the public main, and the water utility deals with that side. Calling them costs nothing.
A faucet giving only a trickle on a cold morning may be a pipe that has frozen but not split. The Red Cross advises keeping that faucet open and warming the pipe with a hair dryer, heating pad or hot towels, never an open flame, and calling a licensed plumber if you cannot find, reach or thaw it.
A dripping faucet, a running toilet or a leaking supply tube under a sink is a nuisance rather than an emergency. Close the small valve under the fixture and it can wait for daylight. Onondaga County does not require a permit to replace those parts in kind.
For minor damage, DFS notes that some insurers limit the number of claims before treating a customer as higher risk, so paying out of pocket may be worth weighing. That is a question for you and your agent, not for us.
If you rent, tell your landlord tonight. In New York the building owner insures the dwelling, and your own belongings are protected only by a renters policy of your own.

What is out of scope

Drying out walls, floors and belongings once the water is off. That is a separate job, arranged separately.

Should I leave the water on until the plumber gets here?

No. Close the main shutoff inside the house now. A burst supply pipe is fed from the street and does not stop by itself, and the standard homeowners form excludes loss caused by neglect to use all reasonable means to save and preserve property at and after a loss. Shutting the water off is the one step nobody can do faster than you.

The shutoff will not turn. What now?

Do not force it until it snaps, and do not go out to the curb stop by the road, which in OCWA towns may be operated only by Authority staff. In the City of Syracuse, call the Water Department emergency line on 315-448-8360. In OCWA towns, call OCWA, which can shut the water off at the road while the repair is made. A valve that will not close becomes part of what the plumber replaces.

Why is the plumber not closing up the wall tonight?

Because two sets of rules say to leave it. Onondaga County does not allow emergency plumbing to be covered or concealed before Plumbing Control inspects it, and New York's regulator says the insurer may inspect the damage as it is and can refuse to pay for damage repaired before inspection. An open wall for a few days is the house keeping its evidence.

Will my homeowners insurance pay for a burst pipe?

Only your insurer can say, and we do not try. What the standard ISO HO-3 form does is treat water from a sudden, accidental discharge differently from the pipe that failed, which it does not pay for, and treat freezing according to whether heat was maintained or the water was shut off and drained. Your own policy wording governs, so read it and ask.

I was away and the house got cold. Does that matter?

It can. The National Association of Insurance Commissioners says policies generally require a home to be kept at a minimum temperature, or the water shut off if it is vacant, and that a burst from neglected freeze protection may not be paid. Photograph the thermostat and write down when you left and when you came back.

What does an emergency plumber cost at night?

We cannot quote a price, and no one can honestly quote one without seeing the job. What keeps the bill in proportion is the scope. Tonight is stopping the leak and a temporary repair. The permanent repair can be quoted in daylight, compared, and done after the insurer has seen it. Ask what tonight's visit covers before the work starts.

Is anyone going to answer if I send this at 2 a.m.?
