About half the homes in the Village of Liverpool were built in 1939 or earlier, so a seized or weeping main valve is a real possibility on a burst night, not bad luck. It changes what the visit is for. With the water off at the road, the plumber can make a temporary repair to the burst and, if the valve is plainly finished, replace it while the supply is already off. Either way the county wants the emergency work permitted on the first business day and left open until Plumbing Control inspects it, so the wall around the valve stays open too.

Asked about a leaking shutoff valve, OCWA states that it owns only the water meter and remote reader, that all plumbing and piping including the shutoff valves belongs to the owner, and that the owner can call OCWA's office to have the water shut off at the road while the repair is made.

Section 4.4 of the OCWA Customer Rules states that the curb stop valve may not be used by the customer to turn the water on or off and is to be operated exclusively by an Authority employee. Section 4.5 requires the customer to install two shutoff valves, the first inside the building wall no further than 12 inches from that wall, and the second adjacent to the meter.

Onondaga County Plumbing Control states that plumbing permits must be obtained before any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that the work cannot be covered, backfilled or concealed before Plumbing Control has inspected it.

Not under OCWA's customer rules, which say the valve at the road is operated only by an Authority employee. A plumber can repair or replace your inside valves once OCWA has shut the water off at the road.
