A frozen pipe in a Syracuse rental is a heat question too
Most Syracuse homes are rented, and the city's Property Conservation Code requires habitable rooms held at 68 degrees from September 15 to May 31 whenever it is below 55 outside. So when a pipe freezes and splits in a city apartment, ask what happened to the heat before anything else. If it failed, the tenant reports two things in writing, the burst and the heat, and the owner authorizes the repair. The emergency plumbing can start tonight without a permit, but the county wants the permit on the first business day and the work left open until it is inspected, so the permanent repair is a daylight decision.
A wet street is not your plumber's job
Water surfacing in the road, or a whole block with low pressure, is the public main. Reporting it costs nothing, and a private plumber cannot work on that pipe anyway.
If the pipe froze, write down the thermostat
The setting, the room temperature if you have a thermometer, and whether the heating was running. In a rental that is the evidence of a heat failure; in an owned house it is what the insurer will ask about.

Section 27-54 of the Syracuse Property Conservation Code requires heat in occupied buildings sufficient to hold habitable rooms, kitchenettes, bathrooms and toilet rooms at 68 degrees Fahrenheit, measured two feet from exterior walls and five feet above the floor, from September 15 to May 31 whenever the outside temperature falls below 55 degrees, with heating equipment capable of doing so at an outside temperature of minus 10 degrees.

Onondaga County Plumbing Control states that plumbing permits must be obtained before any work except in an emergency, that in an emergency a permit must be obtained on the first business day following it, and that the work cannot be covered, backfilled or concealed before Plumbing Control has inspected it.
