Burst and Frozen Pipes quote in East Syracuse

Tell us what the water is doing, whether it has stopped and whose home it is. A person reads every request and matches it to a licensed, insured plumber for the part that cannot wait. We cannot promise how soon a request sent at night is read, so close the main shutoff first.

Would you rather talk it through? Call (315) 640-3590.

Five quick questions about what the water is doing and whether it has stopped, then your details. It takes about a minute, and the answers go to a person who reads them.

Question 1What is happening right now?
Question 2Has the water stopped?

If water under pressure is still running, closing the main shutoff inside the house, where the supply pipe comes through the wall, stops it. Leave the valve at the street alone: only the water utility's own staff may operate it.

Question 3Is anything near electricity or gas?

If you smell gas, leave the house first, then phone the gas utility or 911 from outside. Do not touch water that is near outlets or the electrical panel.

Question 4Whose home is it?

In a rental the landlord is usually responsible for the plumbing and for keeping hot water running, so it helps to know who needs to hear about this.

Question 5Are you thinking of making an insurance claim?

New York's insurance regulator advises keeping receipts for temporary fixes and holding off permanent repairs until the insurer has had the chance to inspect. Knowing this now shapes what gets done tonight and what waits.

The emergency, the house, and how to reach you

Who should we ask for?

How can we reach you?

We call to confirm the details before anyone is sent out.

Where is the property?

The contractor match is by property, not by person, so the street line matters.

Deciding

Two East Syracuse households, two insurers, one plumber tonight

About 38 percent of homes in the Village of East Syracuse are in two unit buildings, the highest share in this metro, and nearly half of village households rent. So one burst usually touches three policies: the owner's on the building, and each tenant's own renters policy for their belongings, if they have one, because New York's regulator says a landlord does not insure a tenant's property. The plumber's visit is the same whoever pays. What changes is that each household needs its own photographs, and none of them should agree to a permanent repair before its insurer has seen the damage.

  1. One plumber, one record, three copies

Ask for the plumber's note of what failed and where, and make sure the owner and both households get it. It is the same evidence for every claim.

  2. Photograph the flat you are not standing in

The downstairs ceiling and the upstairs floor tell one story together. Take both before anyone cuts drywall.

  3. The ceiling can wait

Opening a ceiling to reach the pipe is part of tonight. Closing it is not, because the county wants emergency work inspected before it is covered and the insurer may want to see it first.

ACS 2020 to 2024 estimates put 562 of the Village of East Syracuse's 1,464 housing units, about 38 percent, in two unit buildings, the highest share of any place in this metro, against 17.5 percent in the City of Syracuse. The village's median year built is 1938, with 54.0 percent built in 1939 or earlier, and 47.3 percent of occupied units are renter occupied.

Section 4.4 of the OCWA Customer Rules states that the curb stop valve may not be used by the customer to turn the water on or off and is to be operated exclusively by an Authority employee. Section 4.5 requires the customer to install two shutoff valves, the first inside the building wall no further than 12 inches from that wall, and the second adjacent to the meter.

The NY DFS guide states that a landlord does not insure a tenant's personal property, that by law the New York building owner insures the dwelling itself, and that if water damage ruins a renter's belongings the renter is not protected unless they buy renters insurance. It lists water damage from plumbing failure, appliances and other accidental discharges among the losses renters policies typically cover, and sewer and drain backup as coverage a renter may need to add.

The NY DFS guide says it is important to protect property against further damage, that the cost of that protection is generally covered and reimbursed, and to save all receipts for temporary fixes. It states that no permanent repairs should be made until the company or its representative has inspected the property, that the company has the right to inspect the property in its damaged condition, and that it can refuse to pay for damage that is repaired before inspection.

What burst and frozen pipes involves in East Syracuse

Local Context

Stopping a burst in an East Syracuse two unit building

Water is coming through the ceiling of the downstairs flat, or out of a wall upstairs, and it is not stopping. Find the valve where the service comes through the foundation wall. OCWA requires one there, within 12 inches of the wall, and a second beside the meter, and those are the ones you may use; the valve at the road is for OCWA staff only. If both flats share that service, closing it leaves both without water, so knock on the other door before you turn it and tell them why. Then photograph both units, the source and the ceiling below, before anything is moved.

Questions

East Syracuse double questions about burst pipes and neighbors

The leak started upstairs but the damage is in my flat downstairs. Whose insurance is it?

Possibly several. The building owner insures the structure, including your ceiling. Your furniture and belongings are yours to insure, through your own renters policy if you have one. Photograph everything of yours that got wet, tell the owner in writing tonight, and give your own insurer notice if you have a policy.

Can I turn the water off at the road if I cannot find the inside valve?

No. OCWA's rules reserve the valve at the road to its own employees. Look for the valve inside the foundation wall where the pipe comes in, and the one beside the meter. If neither can be found or turned, OCWA will shut the water off at the road so the repair can be made.
