What the county sewer district and the village housing mean for a backup
ACS 2020 to 2024 estimates put 562 of the Village of East Syracuse's 1,464 housing units, about 38 percent, in two unit buildings, the highest share of any place in this metro, against 17.5 percent in the City of Syracuse. The village's median year built is 1938, with 54.0 percent built in 1939 or earlier, and 47.3 percent of occupied units are renter occupied.

WEP states that its team inspects the public side of the sewer system, usually through the sewer cleanout or vent pipe, the mushroom cap in the yard, out to the road and into the public sewer. Onondaga County WEP asks residents with sewage backing up to call 315-435-3157, which it answers at any time, every day, for properties connected to the public sewer inside the Consolidated Sanitary District. For City of Syracuse properties it directs the call to the City Department of Public Works on 315-448-CITY, 315-448-2489, and outside the district to the town or village, usually its DPW. Properties not on public sewer are told to contact a licensed plumber or service expert.

New York Real Property Law section 235-b provides that in every written or oral residential lease the landlord is deemed to warrant that the premises and common areas are fit for human habitation and free of conditions dangerous, hazardous or detrimental to life, health or safety, except where the condition was caused by the misconduct of the tenant. Why an East Syracuse backup needs both flats to stop using water
