What the Marcellus village sewer plant and its districts mean for a backup
The Village of Marcellus lists sewer problems and emergencies on 315-416-6182 and its Water Pollution Control Plant on 315-673-4491, and routes water issues to OCWA on 315-455-7061. Its DPW page states that the village operates its own treatment plant serving about 2,000 village residents and also operates and maintains two adjacent Town of Marcellus sewer districts serving about 1,000 more.

WEP lists the municipalities in the Consolidated Sanitary District as the City of Syracuse, the towns of Lysander, Camillus, Manlius, Cicero, Onondaga, Clay, Pompey, DeWitt, Salina, Geddes and Van Buren, and the villages of Camillus, East Syracuse, Fayetteville, Liverpool, Manlius and Solvay. The villages of North Syracuse, Baldwinsville, Marcellus and Skaneateles do not appear on the list.

Onondaga County WEP asks residents with sewage backing up to call 315-435-3157, which it answers at any time, every day, for properties connected to the public sewer inside the Consolidated Sanitary District. For City of Syracuse properties it directs the call to the City Department of Public Works on 315-448-CITY, 315-448-2489, and outside the district to the town or village, usually its DPW. Properties not on public sewer are told to contact a licensed plumber or service expert.

The NY DFS consumer guide states that some homeowners insurers offer an endorsement that covers sewer backups, including sump pump failure, which for an additional premium eliminates the exclusion up to a dollar limit the policyholder selects. It says wording varies between insurers but generally applies to several types of water backup including municipal sewer lines, toilets and sump pumps, and advises consumers to ask whether it is available and to include it on the policy.

Who answers a Marcellus sewage backup, by address
Sewage is rising through a Marcellus floor drain. Stop using water in the house first. Then work out which of three places you are in. Inside the village, the Village of Marcellus runs its own sewer and treatment plant and lists sewer problems and emergencies on 315-416-6182. It also operates two adjacent Town of Marcellus sewer districts, about 1,000 more residents, so some town addresses use the same number. A house on none of those, on its own septic system, has no public sewer to check at all, and the county's own advice for homes not on public sewer is to go straight to a licensed plumber or service expert.
What a Marcellus backup is worth recording before anything is cleaned
Marcellus is not in WEP's Consolidated Sanitary District, so the county line is not the first call for a village or district address. Whichever route applies, the standard homeowners form excludes water that backs up through sewers or drains, and New York's regulator says a backup endorsement, where one was bought, removes that exclusion up to a chosen limit. So before cleanup, photograph where the water came up and how high it reached. With about half of village households renting, a tenant also owes the owner a written report that night.

It depends on your sewer. The village operates and maintains two town sewer districts next to it, so if you pay a sewer charge to one of them, the village sewer number applies. If your house has a septic system, there is no public sewer to check, and a licensed plumber is the first call.
